The Veterans Administration has the following education programs:
Chapter 30 and Chapter 32 students must provide the Registrar’s Office a copy of their DD 214 (discharge papers) and complete a VA Form 22-1990 (application for benefits). The Registrar will submit the 22-1990 and DD 214 along with a VA Form 22-1999 (enrollment certification) to Department of Veterans Affairs, PO Box 66830, Saint Louis, MO 63103. After the initial certification all subsequent certifications will be sent via VACERT to the Regional Processing Office in St. Louis.
Chapter 1606 students must provide the Registrar’s Office a copy of the Notice of Basic Eligibility (NOBE) and complete a VA Form 22-1990 (application for benefits). The Registrar will submit the NOBE and 22-1990 along with a VA Form 22-1999 (enrollment certification) to Department of Veterans Affairs, PO Box 66830, Saint Louis, MO 63103. After the initial certification all subsequent certifications will be sent via VACERT to the Regional Processing Office in St. Louis. Chapter 35 students must complete VA Form 22-5490, Application for Survivors’ and dependent’ Educational Assistance. The Registrar will submit the completed application and 22-1999 (enrollment certification) Form to the Regional Processing Office in St. Louis. After the initial certification all subsequent certifications will be sent via VACERT to the Regional Processing Office in St. Louis.
Chapter 31 students must submit VA Form 28-1900 (application for benefits) and the DD-214 (discharge papers) to the Registrar. The Registrar will submit the VA Form 22-1999 (enrollment certification) along with the other forms to Department Of Veterans Affairs, Vocational Rehabilitation and Counseling, 400 South 18th Street, St. Louis, MO 63103. All subsequent certifications must be sent manually to the address listed above. Chapter 31 students should NOT be certified using VACERT.
